Teacher's Day Celebration

The students of KSLUs Law School, have paid respect to Dr. S Radhakrishnan, by observing his birthday as Teachers’ Day and greeting their teachers at the Law School. Dr. J S Patil, Hon’ble Vice-Chancellor, Karnataka State Law University, while responding to their greetings said the teacher and the taught shall emulate the path laid by Dr. S Radhakrishnan in their life to set good precedent to the generation to come and also said the Law University is making honest attempt to realize the dreams of him and other national leaders. Sri. Vijayakumar Gogi, Registrar, Karnataka State Law University, Hubli. Sri. Abdul Kareem, Prof. Usha Murthy, Syndicate Members, and Sri. C.N.Manjappa, Director and Faculty Members of the KSLU’s Law School were present on the occassion. Ms Anukanksha Kalkeri & group rendered invocation song, Mr. Hitendra Hiremath welcomed the gathering and Mr. Shanwaz Mateen proposed the vote of thanks.

MoU with NLSIU, KILPAR and LexisNexis

The Karnataka State Law University, Hubli, has entered with the Memorandums of Understanding with- National Law School of India University (NLSIU), Bangalore, Karnataka Institute for Law and Parliamentary Reforms (KILPAR), Bangalore, and LexisNexis, Gurgaon in the presence of His Excellency Shri. H. R. Bhardwaj, Governor of Karnataka and Chancellor of Universities in Karnataka, Shri. Gopal Subramanium, Solicitor General of India and Chairman, Bar Council of India and Prof. V. B. ONE DAY STATE LEVEL WORKSHOP ON “CONSERVATION OF WESTERN GHATS- A LEGAL PERSPECTIVE”

The Karnataka State Law University’s Law School, Hubli, in association with Western Ghats Task Force, organized a one day state level workshop on “Conservation of Western Ghats- a Legal Perspective”, at IMSR Auditorium, on 19th April, 2010. The objective of the workshop was to educate policy makers, bureaucrats and the general public on various issues relating to Conservation of Western Ghats.

The Workshop was inaugurated by Shri S. Suresh Kumar, Hon’ble Minister for Law, Justice and Human Rights, Legislative Drafting, Parliamentary Affairs and Urban Development, Government of Karnataka. The programme was presided over by Dr. J.S .Patil, Hon’ble Vice- Chancellor of Karnataka State Law University, Hubli. Shri Anantha Hegde Ashisara, Chairman, Western Ghats Task Force, Government of Karnataka, delivered the Prefatory Note, Prof. Dr. R. Venkata Rao, Hon’ble Vice- Chancellor, National Law School of India University, Bangalore, delivered the Keynote address, Shri Vijaykumar Gogi, Conservator of Forest, Dharwad District, Dharwad, was the Chief Guest.

The programme began with the singing of Naade Geethe. The Naada Geethe was followed by the invocation song by a student of Karnataka State Law University’s Law School and watering of a sapling.

Shri Anantha Hegde Ashisara, Chairman, Western Ghats Task Force, Government of Karnataka, delivered the prefatory note. He mentioned that the idea of conducting a workshop on Conservation of Western Ghats, was conceived by the him during a casual discussion that he had with Dr. J.S. Patil, Hon’ble Vice- Chancellor, Karnataka State Law University, Hubli, sometime back. He emphasised on the point that there is a need for every individual to introspect his/her contribution towards the conservation of environment and Western Ghats, in specific. A lot of movements were initiated under the leadership of Shri Shivram Karanth and the like, which have been successful to a large extent in sensitising people regarding biodiversity, medicinal plants, et al. But, he pointed out that despite having various legislations and landmark decisions working towards protection of environment, environment degradation in Western Ghats is rampant in the garb of development, because of which the objective of Sustainable Development is not met. He also focused on the theft of medicinal plant in the tribal areas and the need to spread awareness among the people for protecting the same. He also mentioned there is a need to spread the awareness about utility of a number of the environmental law legislations, for effective implementation of the same. He mentioned that public participation in such a movement plays a vital role in revamping what we have lost till now.

Shri Shri S. Suresh Kumar, Hon’ble Minister for Law, Justice and Human Rights, Legislative Drafting, Parliamentary Affairs and Urban Development, Government of Karnataka, while delivering the Inaugural Address, expressed concern about major environmental issues like Global Warming and degradation of Western Ghats. Considering the rich flora and fauna that the Western Ghats possesses, he said that it is quite sad that human beings are unable to appreciate the same. He said that though there are enough of legislations which can address all the environmental issues, the problem lies with the misinterpretation, evasion, and implementation of the same. He said that we have reached a stage wherein the “Whistle-blowers” are tagged as people who are “against progress”, and the uncertainty still persists while striking a balance between development and conservation of environment. Shri S. Suresh Kumar said that it is the human mind which is polluted, because of which, though we worship environment, but do not respect it.

Prof. Dr. R. Venkata Rao, Hon’ble Vice- Chancellor, National Law School of India University, Bangalore, while delivering the Keynote address, said that though India has abundant natural resources, but it is not utilised and rather wasted. He mentioned that there have been instances in the year 2004 and 2009 when the environmentalists were given the Noble Prize for Peace, for simple reasons that it is anticipated that future wars may be fought over water!! The major reason for the environmental degradation as highlighted by him is that people have started focusing only on standard of living and not standard of survival!!

Shri Vijaykumar Gogi, Conservator of Forest, Dharwad District, Dharwad, the Chief Guest of the Workshop, focussed on the point that it is not just the Forest Department which has to shoulder the responsibility of conserving forest, but the onus lies on the general public too.

Dr. J.S .Patil, Hon’ble Vice- Chancellor of Karnataka State Law University, Hubli, said that as the Government has sanctioned substantial teaching posts for the Karnataka State Law University, Hubli, the University plans to have various Centres of Studies on campus relating to Constitutional Law, Intellectual Property Rights, Women and Child Rights, Environmental law with special focus on Bio-diversity, protection of plant varieties, et al. He also said that to strengthen the movement of protecting the Western Ghats, Karnataka State Law University, National Law School of India University, Bangalore and Western Ghats Task Force, Government of Karnataka, can have a tripartite agreement, to take up the movement of afforestation and awareness on conservation of environment.

The Inaugural Function was followed by the session where various topics were discussed. The topics covered during the sessions were- Significance of Western Ghats, Socio-economic problems of Western Ghats, Bottlenecks in execution of laws, etc., and the speakers for the session were Shri Shivanand Kalave, Parisara Barahagararu, Sirsi, Shri Ganapati Bisalakoppa, Advocate, Sirsi and Shri U.V. Singh, Chief Conservator of Forest, Lake Development Authority, Bangalore. In the second session, after lunch, the panel discussion was chaired by Shri Venkatasubbaiah, Faculty, Natural Resource Management, ATI, Mysore, Mrs. Madhu Sharma, Chief Conservator of Forest (Legal Cell), Bangalore, Shri Shivanand Kalave, Parisara Barahagararu, Sirsi, and Shri U.V. Singh, Chief Conservator of Forest, Lake Development Authority, Bangalore, wherein all the participants of the Workshop interacted with the experts.

A panel constituting of Shri Shantaram Siddhi, Shri Narendra Honakashi, Shri Prakash Bhat, Dr. C.S. Patil, and Shri Anantha Hegde Ashisara, drew the resolutions of the workshop wherein the emphasis was laid on development of agro forestry, cope for people’s involvement in conservation of environment by bringing in necessary amendments in governing legislations, rescheduling the schedule of reserve plants and bring in more species of trees, interests of forest dwellers in development plan, etc.

NATIONAL CONFERENCE ON LEGAL EDUCATION

The Karnataka State Law University, Hubli, in association with Bar Council of India, New Delhi organized a two days National Conference on Legal Education in Hubli, on 26-27 January, 2010. Shri Suraj Narain Prasad Sinha, Chairman, Bar Council of India, Shri Jai Ram Beniwal, Vice- Chairman, Bar Council of India, Prof. V.B. Coutinho, Director, Legal Education Committee, Bar Council of India, Shri C.M. Jagadeesh, Member, Bar Council of India, Shri Ashok Harnahalli, Advocate General, Shri K Diwakar, Legal Advisor to Chief Minister of Karnataka,Shri Abdul Riyaz Khan. R, Chairman, Karnataka State Bar Council, Bangalore among other dignitaries, have consented to grace the occasion. The Bar Council of India has plans to have a facsimile of the conference in all the four regions of the nation, beginning with the one in Hubli. These conferences are being organized with the objective of bringing about remarkable changes in the policy on Legal Education and evolve a comprehensive policy to ensure that legal education in India copes up with all the challenges in future.

LAUNCH OF KSLU's WEBSITE

The Karnataka State Law University had launched its website on 18 January, 2010, which is a step further towards achieving the goal reflected in our motto “Indian Roots and Global Heights”. The Website was inaugurated by Shri S. Sureshkumar, Hon’ble Minister for Law, Justice, Human Rights, Parliamentary Affairs and Urban Development. The members of newly constituted Academic Council, members of the Syndicate, students of KSLU’s Law School, teaching and non-teaching staff of KSLU was present on this occasion.

NATIONAL POLICY ON LEGAL EDUCATION

The National Law University, Delhi, in association with Lexis Nexis Butterworths Wadhwa, Nagpur, organized a Conference on Legal Education in India: Challenges Ahead on December 5-6, 2009, at Delhi. Hon’ble Minister for Law and Justice, Government of India, Dr. M. Veerappa Moily, was the Chief Guest of the Conference. During the Conference, a Brainstorming Session of the Vice- Chancellors of Law Universities across the nation was held under the chairmanship of the Hon’ble Minister, with the objective of evolving a comprehensive National Policy on Legal Education. Several committees have been constituted to look into various aspects of Legal Education. The Committees are required to come out with a draft policy on Legal Education to be discussed at a National Conference at Vigyan Bhavan, Delhi, in February 2010. All the stakeholders in legal education will be a part of this Conference.

Dr. J.S. Patil, Hon’ble Vice- Chancellor, Karnataka State Law University, took the initiative in this regard and drafted a Working Paper on the National Legal Education Policy; this which was discussed at the All India Vice- Chancellors’ Round Table Conference on Legal Education, organized by National Law School of India University, at their Campus, in Bangalore, on December 14, 2009. Dr. J.S. Patil’s working paper, which was drafted within a short span of ten days, was appreciated by all the Vice- Chancellors who participated in the Conference. After the deliberations on the Working Paper, the Vice- Chancellors resolved to meet again at Lucknow, on January 23-24 2009, to finalise the Working Paper before the National Conference scheduled for February, 2009.

BHOOMI POOJA FOR THE LIBRARY BUILDING

The KSLU performed the “Bhoomi Pooja” for the Library Building on November 21, 2009, in the presence of the Pro-Chancellor of KSLU and Minister for Law, Justice, Human Rights, Parliamentary Affairs and Urban Development, Shri S. Suresh Kumar. The Library building is expected to be unique with its architectural design reflecting our National Heritage.

NSS MEETING

The KSLU convened the meeting of NSS Programme Officers of the affiliated colleges, on November 11, 2009, on the main campus, to establish an NSS unit in each of the affiliated colleges and to plan the future activities of the NSS units for the academic year 2009-2010. The State Liaison Officer, NSS, Bangalore, Dr. Akkamahadevi G. Nadgoud, was also present.

PHYSICAL EDUCATION DIRECTORS MEET

The Physical Education Directors’ meeting was convened in the KSLU on October 13, 2009 to discuss and plan for the Sports Activities for the University students, for the academic year 2009-2010.

WORKSHOP ON AWARENESS ON ANTI-RAGGING

The Workshop on RTI was clubbed with a session on Awareness on Anti-ragging keeping in mind the menace of ragging to which a fresher is subjected to, in recent years, in most educational institutions. Mr. Raghavendra Ouradkar, Commissioner of Police, Hubli- Dharwad and Mr. Satyanarayana, Advocate, Shimoga, were the speakers for the sessions. Two students of J.S.S. Law College, Mysore, presented a Bill on Anti-ragging at the Workshop. It was followed by a Panel Discussion chaired by Prof. G.R. Jagadeesh, Principal, C.B.R. National College of Law, Shimoga.

WORKSHOP ON RTI

The Vice- Chancellor, Dr. J.S. Patil, along with Ms. Shruti Shurpali, Special Officer, KSLU, and two LL.M. students- Mr. Sarfaraz Hussain Kittur and Ms. Sumangala Chakalabbi, participated in the State- level Workshop on ‘Right to Information’ organized by the Karnataka State Legal Services Authority at Bangalore, on September 12, 2009. The Workshop was organized to sensitize the law faculty and to promote awareness among the citizens, particularly the students, about the RTI Act; the focus was on the issue of Judicial Accountability within the framework of the Right to Information Act, 2005. The Workshop was inaugurated by Hon’ble Justice D.V. Shylendra Kumar, Judge, High Court of Karnataka, with Dr. J.S. Patil, Vice- Chancellor, KSLU, Hubli, presiding over the occasion. Dr. Vijayakumar, National Law School of India University, Bangalore, Shri Y.G. Muralidharan, Consumer Activist, Bangalore, and Shri Tippeswamy, Commissioner, Karnataka State Information Commission, Bangalore, were the Speakers during various sessions.

The capsule workshop was replicated by KSLU at Hubli on October 3, 2009. The Workshop was inaugurated by Hon’ble Justice D.V. Shylendra Kumar, Dr. Vijayakumar was the Chief Guest and Dr. J.S. Patil, Vice- Chancellor, KSLU, was the President. Shri Ashok Halagali, Advocate, Belgaum and Dr. V. Vijayakumar were the speakers at the sessions. Mr. Sarfaraz Hussain Kittur, I Year, LL.M. student also addressed the gathering on the points to be borne in mind while training the common man on the RTI Act. The sessions were followed by a Panel Discussion, chaired by Dr. J.S. Patil.

The Workshop was replicated in Gulbarga in December, 2009, to create awareness of the utility of the RTI Act.

ORIENTATION FOR TEACHERS

An Orientation Programme for Teachers was conducted by S.D.M. Law College, Mangalore, in association with KSLU, on September 16, 2009, on Elements of Research and Sociology. It was inaugurated by Dr. J.S. Patil, Vice- Chancellor, KSLU, Hubli. Dr. C.S. Patil, Principal, University College of Law, Karnatak University, Dharwad, was the Chief Guest. Dr. J.S. Patil, Dr. C.S. Patil, and Shri Tharanath, Lecturer, S.D.M. Law College, Mangalore addressed the Teachers on Elements of Research. Prof. Jogan Shankar, Dean and H.O.D., Department of Sociology, Mangalore University, Smt. Susamma Thomas, Lecturer, S.D.M. Law College, Mangalore, and Dr. B.K. Ravindra, Principal, S.D.M. Law College, Mangalore, addressed the Teachers on important aspects of Sociology.

FIRST SYNDICATE

The first Syndicate of Karnataka State Law University was constituted in July, 2009, and the first syndicate meeting was held on 1st August, 2009. The syndicate members unanimously assured that they would extend all co-operation required in building the Karnataka State Law University into an enviable Law University. Since August, Syndicate meetings have been convened once every month to discuss various fundamental matters relating to the development of the University.

THE STEPPING STONE: KARLAWPRICON-2009

To make an auspicious beginning for the activities for the year 2009-10, the KSLU convened the 1st All Karnataka Law College Principals’ Conclave on May 9, 2009, at Dharwad. Principals of all the affiliated colleges participated in the Conference to discuss the regulations governing the 3 year and 5 year undergraduate courses and also the unitized syllabus for the said courses, a unique feature of the University. It is for the first time that a ‘Unitized Syllabus’ has been framed for an institution imparting legal education. The proceedings of the conference were conducted in a democratic manner and the Regulations were adopted unanimously by all the Principals. To achieve the objective of being a People’s University, KSLU will host the Law Principals’ Conclave and Law Teachers’ Conference every year, to discuss various issues relating to legal education.

KHADI ABHIYAN

KSLU is plausibly the first institution, imparting higher education, to have an Assembly every morning, lead by the Hon’ble Vice- Chancellor on the main campus and by the respective Principals in the affiliated colleges; Assembly begins with the National Anthem and is followed by a “Thought- for- the day” and a question signifying National and International matters, which is answered in the Assembly the following day.

The staff and students of KSLU, including the affiliated law colleges, don Khadi attire every Monday, creating a sense of belonging, integration and nationality. On the main campus, the staff and students wear Khadi dresses in a combination of blue and white, the blue colour signifying tolerance and white, purity.

The main intent underlying this initiative of singing the National Anthem everyday and wearing Khadi every Monday is to inculcate patriotism among law students, and the University is proud that the movement has gained a momentum within a span of three months, after it was initiated in the month of August, 2009.

STATEMENT OF MARKS

The Statement of Marks of June 2010 Examinations (prior to revaluation) are being dispatched to colleges from 09.11.2010. The Statement of Marks will be available to students by 15th of this month.
