Steps taken for establishment of foolproof Examination System

A) Karnataka State Law University Examination Manual:
A comprehensive Examination Manual with all the details has been prepared by Dr. Suresh. V. Nadagoudar, Registrar (Evaluation) under the guidance of Hon’ble Vice-Chancellor Dr. J.S.Patil. The Examination Manual contains the powers, duties and responsibilities of Registrar (Evaluation) and all other officials of University Examination Branch including the Question Paper Setters, Supervisors in the Examination, Valuers, Reviewer, Custodians, Tabulators etc. The Manual also contains the rates of remuneration, T.A., D.A. etc to be paid for various examination work and all the rules and regulations pertaining to allotment of Grace Marks Procedure for Retotaling, supply of Photocopy of the Answer Paper, Revaluation and Challenge Valuation and award of degrees etc. The formats of various forms used for examination work are also placed in the appendices.

B) Use of Technology:
KSLU conducted its first examination in January, 2010, for all the 87 Law colleges under its jurisdiction, adopting the most modern technology.

i) Hall Tickets:
The Hall tickets for all the students appearing for exams have been generated at the university and distributed to candidates through their respective Colleges. Hall Tickets contain all the details such as photograph and signature of the candidate, the subjects, date and time of the examination and instructions to the candidate.

ii) O.M.R. Answer Booklet:
The Answer Booklet, containing of 40+4 pages (40 inner+4 outer pages containing instructions etc), have been designed with O.M.R. facing sheet. The O.M.R. facing sheet provides space for writing Registration numbers with O.M.R. marking facility, signature and thumb impression of the candidate and provision for entering first Valuation and Revaluation marks. The provision has also been made for entering Challenge Valuation marks in the last page and inner parts of the first and last pages contain instructions to candidates in both Kannada and English language.

The OMR device scanned the 11-digit register number on the answer scripts and generated dummy numbers for each one of them. The evaluators, therefore, did not know whose answer script they were evaluating.

iii) Biometrics:
For the first time, biometrics was used on every answer script to avoid impersonation. The system minimized chances of malpractice to such a small extent that of the 6,200 students and 23,628 answer books, there was only one impersonation attempt. This was caught early and necessary action was taken. KSLU is the first University in the country to adopt such an advanced technology to check examination malpractices.

The system involves creation of a database of students’ thumb impressions and cross-checking them with impressions collected in the examination hall.

During the examination, students were asked to record their thumb impressions along with signatures on their answer scripts. These were verified before they were sent out for valuation.

iv) Super Squad Teams:
For the first time the Super Squad Teams consisting of Syndicate members, Additional and Joint Secretary to the Department of Law and Parliamentary Affairs, Government of Karnataka, Dean of the University and Senior Principals was constituted to oversee smooth conduct of Examinations. The Super Squad Teams visited all the Examination Centers and helped conduct Examinations in the most fair and proper manner.

v) Unique Marks Cards:
Students will be provided with tear-proof, water-proof, fire- proof and insect-proof Marks Cards. Colleges will also receive Result sheets in the same material.

C) Allocation of Code Numbers to Valuers /Reviewer:
The Valuers and Reviewers have been allotted unique Code Numbers on the basis of their seniority. They were asked to mention their respective code numbers and signature on the facing sheet of the answer paper booklet after valuation of the script and also on OMR marks entry sheet. This system will help to avoid revelation of the identity of the Valuators/ Reviewers and to maintain strict confidentiality of the examiners, which in turn protect the Valuers/ Reviewers against any pressure, threat or influence of the interested persons.

D) Processing and Announcement of Result:
After completion of the valuation, the OMR marks sheets have been scanned in the scanner and statement of marks has been prepared after due verification of correctness of the same. Further, the valued answer papers have also been scanned to doubly confirm whether the marks entered by the examiner in the Answer paper and the marks sheet are same and correct. This will help to identify discrepancies, if any, The whole process of scanning and processing was completed within 2 days from completion of the Valuation and the whole valuation process was completed within 8 days.

E) Result on Website and SMS:
The University is all set to hoist the results of 3 year LL.B. Course on this website and the students can see and download their results after 10-00 a.m. on 5th February, 2010. Students can log on to the website and retrieve the result by entering the Registration Number. Students can also SMS a short code to a predefined number <5676729> and get their results on their mobile phone. The short code format is KSLU<Space>Registration Number. Example: KSLU 1010XXXXXXX and send it to 5676729.
