Vice-chancellor
Dr. Jaiprakashreddy Sannabasanagouda Patil was born on 10-03-1954 in an agriculturist family at Manvi, Raichur District, Karnataka State. He completed his school education in Manvi; B.A. from Karnatak College, Dharwad, in 1974; LL.B. from University College of Law, Dharwad, in 1977; LL.M. from University of Mysore in 1979 and Ph.D. in 1997 from Saurashtra University, Rajkot, Gujarat.
Prof. Patil has served as a law teacher for 30 years in various universities including Mysore University, Karnatak University, Gulbarga University and Bangalore University. He was the Founder Chairman of the Department of Studies in Law and Dean of Faculty of Law, founder Director of College Development Council and founder Coordinator of the Center for Studies in Vijnaneshwara’s Mitakshara and Human Rights at Gulbarga University. He has also officiated as Registrar, Finance Officer and Vice- Chancellor for brief periods. Prof. J.S. Patil has contributed to the overall development of Gulbarga University as a member of Syndicate, Senate, Academic Council and various sub-committees on a large scale. His other works include Chairman of the IX and X Five Year Plan drafting committees; preparation of four volumes of the profile of Gulbarga University submitted to the NAAC for accreditation; formulation of 50 years perspective plan in association with Prof. Rudriah, the then Vice- Chancellor of the University; and editing Social Science Research Journal.
Prof. Patil has written 11 books and published 25 research articles and presented more than 100 papers in seminars, workshops and conferences. He has also delivered special lectures and acted as a resource person in many refresher courses across the country conducted by various Universities. He promoted Legal Aid Society during his tenure as a Lecturer at University College of Law, Dharwad, which fought Public Interest Litigation cases of Karnataka Daily Wage Workers and Capitation Fee in the Supreme Court of India. He has concluded Solo Workshops in areas such as Jurisprudence, Intellectual Property Rights, Use of Science and Technology in Legal Profession, Use of Modern Technology in Law Teaching, etc., at various Colleges and Universities in Karnataka. He has organized mega events like National Seminar on the importance of Vijnaneshwara’s Mitakshara to 21st Century India, National Workshop on Intellectual Property Rights, National Workshop on Human Rights Awareness and Training at Gulbarga University, Gulbarga. His talent earned him TCS- Education World Best Teacher Merit Award in the year 2005.
He worked as the Special Officer of the Karnatak State Law University from 2006 and submitted a comprehensive report on the Establishment of Law University in Karnatak and undertook other preliminary works regarding the establishment of the University. Prof. J.S. Patil is appointed as the first Vice- Chancellor if the Karnatak State Law University, Hubli, and assumed the Office on 12th January, 2009.
After taking charge of the Karnataka State Law University, as the First Vice- Chancellor, his tempo of inventiveness in building this University has multiplied by leaps and bounds. Be it the innovativeness in the style of conducting University examinations, the daily morning assembly, khadi attire or the partnership teaching and the use of modern technology in the class room, the credit goes to him.
At present, he is a part of the core committee, including Vice-chancellors of various National Law Universities constituted by the Hon’ble Union Law Minister, Shri Veerappa Moily, which is evolving a comprehensive National Policy on Legal Education.
